Through 2026-11-17, consume legacy inbound RESEARCHER_TO_ACCORD, CAST_TO_ACCORD, VOICE_TO_ACCORD, or ACCORD_TO_SCRIBE payloads by normalizing their source/target and token to Scribe. Never emit an ACCORD_* token from an active Scribe recipe.
