Combination Rules
- Put retries inside the circuit-breaker boundary.
- Count retries toward the circuit-breaker threshold.
- Bound the total call time, not only each retry.
- Isolate bulkheads per dependency.
- Keep fallback as the outermost last-resort behavior.
