在以下事项厘清前，我将暂停实质审查，不替您直接确定新价格：
- 区分缺陷整改（乙方责任）与新增需求（另行计价）；
- 缺陷整改不应计入收费修改次数；
- 新增需求需经甲方授权与书面确认单价。
请明确两类修改的边界后，我再审签前风险清单与修改建议。
